Presolicitation Notice Presolicitation Notice Page 4 of 4 Presolicitation Notice *=Required Field Presolicitation Notice Page 1 of 4 DESCRIPTION Department of Veteran Affairs (VA) Network Contracting Office 21 (NCO 21) hereby gives notice of the Governments intent to negotiate a sole source, Firm-Fixed-Priced Purchase Order with only one source, Edwards Lifesciences, LLC. The procurement is for VA Palo Alto Healthcare System requesting to procure Hemosphere Monitoring System for the Anesthesiology Services Department.

The Hemosphere Monitoring System is used specifically for patients undergoing surgery and for critically ill patients in the Intensive Care Unit (ICU). The monitor can be connected to other devices that are already connected to a patient which enables it to monitor various body functions and vital signs. More specifically the device can measure the following:

Oxygen content of blood circulating in the brain. Oxygen content of blood which is returning to the heart. Flow rate of blood which is being pumped out by the heart. Pumping strength of the heart. This information collected by the Hemosphere Monitoring System device allows anesthesiologist, surgeons, or ICU providers to retrieve valuable information about a patient. Measures. The will provide the Drs. to receive real-time information regarding patients.

This streamlining of information collection will minimize cost and invasive procedures. This action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii) and 41 USC §1901, only one will meet the Government s needs. Only one source is capable of responding due to the unique or specialized nature of the supplies and/or services.

It is the Government s belief that the proposed candidate is the only provider of Hemosphere Monitoring System that can meet the agency s needs. The applicable North American Industry Classification System (NAICS) code is 339113 (Surgical Appliance and Supplies Manufacturing) and the Product Service Code (PSC) is 6515 (Medical and Surgical Instruments, Equipment, and Supplies).

Department of Veterans Affairs (VA) Network Contracting Office 21 will be issuing a Request for Quote (RFQ) to support the procurement of Hemosphere Monitoring System for the VA Palo Alto Healthcare System. The Network Contracting Office (NCO 21) is requesting responses from qualified business concerns; the qualifying NAICS code for this effort is 339113 (Surgical Appliance and Supplies Manufacturing) This Notice of Intent is not a request for competitive quotes. Telephone request will not be accepted.

However, any business that believes it can provide the 339113 (Surgical Appliance and Supplies Manufacturing) may give written notice to jason.olliff@va.gov by 11:00 AM Pacific Time on Sept 9, 2024. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement.

Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government. THIS SYNOPSIS DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COST INCURRED IN RESPONSE TO THIS SYNOPSIS.
