Special Notice Special Notice Page 3 of 3 Special Notice *= Required Field Special Notice Page 1 of 3 Notice of Intent to Sole Source The Department of Veterans Affairs, Network Contracting Office (NCO) 21 intends to solicit and negotiate with Moor Instruments Inc., 501 Silverside Road Suite 66, Wilmington, DE 19809-1394 to procure MoorLDI2-HIR Laser Doppler Imaging system for the VA Northern Palo Alto Healthcare System, Palo Alto, CA.

This acquisition is to procure the following items: One (1) EA, Moor Instruments Inc. Laser Doppler Imaging system (Part Number: MOORLDI2-HIR); One (1) EA, Moor Instruments Inc. System Support (Part Number: System Support); One (1) EA, Moor Instruments Inc. Two-year warranty (Part Number: Two-year warranty). One (1) EA, Moor Instruments Inc. Budget Stand (Part Number: BS1).

The above procurement will be conducted on a sole source basis and determination of this sole source procurement is in accordance with the authority of FAR 13.106-1(b)(1). Moor Instruments Inc. s unique characteristics on the MOORLDI2-HIR high resolution laser doppler imaging system is the MOORLDI2-HIR is the only available system on the U.S. market that will meet our research requirements. The MOORLDI2-HIR is often compared to other laser speckle imaging systems on the market.

While there are some similarities, the MOORLDI2-HIR high resolution laser doppler imaging system, the MOORLDI2-HIR is the only equipment that offers deeper penetration into the tissue within animal models that enables enhanced visualization of small vessels below the tissue surface, which is essential for our research purposes. The unique characteristics of the MOORLDI2-HIR that no other vendor equipment has are as follows:

Utilizes the laser Doppler measurement technique. Capable of measuring >2-3mm into the tissue for sensitivity of deeper vessels and vascular beds of the tissue being studied. Continuously scanning laser beam this method is patent protected (US Patent no. 5588437). Near Infra Red laser for superior signal/noise. Uniquely focused optics provide 50 mircon pixel size and 512 x 512 pixel resolution.

Low frequency cut off (20,100, or 250Hz) and high frequency cut off (3KHz, 15KHz, 22.5KHz) are adjustable for very high or very low flow applications. The NAICS Code for this procurement is 339112, Surgical and Medical Instrument Manufacturing; Small business size standard: 1000 employees. PSC Code is 6515, Medical and Surgical Instruments, Equipment, and Supplies. This notice of intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be accepted.

However, any business that believes it can provide the above listed items may give written notice to david.rovner@va.gov by 12:00pm PDT on August 27, 2024. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government. No telephone requests will be accepted.
