Pre-Solicitation Notice of Intent to Sole Source Pre-Solicitation Notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract with Cole Industrial, Inc. located at 5924 203rd St. SW, Lynnwood, WA; UEI - TDEHJSDPF5F3.

The Walla Walla Field Maintenance Service (FMS) requires construction contract for an authorized representative of Cleaver-Brooks to correct various boiler plant deficiencies concerning temperature and level probes and related Supervisory Control and Data Acquisition (SCADA), Hawk (Cleaver Brooks brand) boiler controls, and Advanced Deaerator Control (ADAC) programming. This sole source justification is to contract with Cole Industrial, the only known authorized representative for the Walla Walla, WA area. Justification for Single Source Award is attached to this notice.

Description of Services: The contractor will provide all material, labor, equipment, and supervision necessary to address deficiencies found during a boiler program review performed in May of 2022. Contractor must be an authorized representative for Cleaver-Brooks boilers. IAW VAAR 836.204, the magnitude of this construction is between $150,000 and $200,000.

Period of Performance: The intended contract period of performance is 45 calendar days after receipt of notice to proceed.

NAICS Code: 238220 - Commercial and Institutional Building Construction and the small business size standard is $19.5 million. PSC/FSC is Y1DA. Interested persons may contract the Contracting Officer by email at susan.how2@va.gov regarding this procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. Responses are due by 8:00AM PST on 11/07/2024.
