Laboratory Animals

The Department of Veterans Affairs, VA Medical Center, Portland, Oregon intends to award a sole source commercial purchase order to Charles River Laboratories, Inc., 251 Ballardvale St., Wilmington, MA 01887-1096. This proposed action is for the supply of animals (including shipment and crating of animals) for the research department at the VA Portland Health Care System (VAPORHCS). This will be a firm-fixed price contract, base plus four (4) option years.

Estimated Period of Performance will be 1 January 2025 through 31 December 2030. The requirement is for the following location: Department of Veterans Affairs VA Portland HealthCare System (VAPHCS) 3710 SW US Veterans Hospital Road Portland, OR 97239 The VA intends to procure this requirement on a sole source basis in accordance with the statutory authority of 41 U.S.C. 253(c)(1) as implemented by FAR 6.303-2 and FAR 13.501.

This is not a request for competitive quotes and no solicitation will be issued; however any firm that believes it can meet these requirements may give written notification to the Contracting Officer within 5 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Responses are due by 11/12/24 1:00pm MST. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in accordance with FAR Parts 12 & 13.
