FY25 Tier 1 AE-NRM 668-25-101 Upgrade Facility Steam and Condensate System

THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE; THE VA IS NOT SEEKING PRICING OR OFFERS. The Department of Veterans Affairs, VISN 20, in support of Mann-Grandstaff VA Healthcare System, Spokane, WA is currently requesting information to determine the existence of viable sources capable of providing engineering design services.

Period of Performance: The intended contract period of performance is for 315 calendar days after receipt of notice to proceed.

Description of Services: Provide Architect/Engineer professional services to include preliminary concept and program development, investigative services, design narratives/analysis, planning consultations and visits, design work, calculations, preparation of contract drawings and specifications, sample boards, preparation of cost estimates, construction period services, site visits, and other necessary services necessary for the upgrade of facility steam and condensate system at the Mann-Grandstaff VA Medical Center.

The A/E design services includes, but is not limited to, the following work: Create a backup feed system by adding a connection for an additional steam and condensate line between building 1 and the main boiler plant Address deficiencies near the condensate return tank Addition of a sump pump system to the underground vault Redesign/Replacement of four pressure stations and one steam trap station Redesign/Replacement of approximately 110 Lf of existing 6 high pressure steam and 2.5 condensate piping Redesign/Replacement of steam and condensate piping, including the pressure reducing station as well as including any fittings and/or accessories.

NAICS Code: 541330 Engineering Services and the small business size standard is $25.5 million. The Government is not soliciting offers at this time, and it will be the Contracting Officer who will determine which suggested changes are accepted. This is a sources sought notice to gain knowledge of potential qualified sources. A solicitation is not currently available.

Responses: Responses to this request will be considered for the purpose of determining how the requirements will be stated and how the procurement will be conducted. This announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
