This is a SOURCES SOUGHT NOTICE in support of a facility located in White City, OR for market research purposes only to determine the availability of potential businesses with capabilities to provide the requirement described below and seek industry input accordingly. This sources sought is not set aside and any size business is invited to provide a response. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition.
Note: Do not include Proprietary, classified, confidential, or sensitive information in responses. Not responding to this Sources Sought does not preclude participation in any future or potential solicitation, or Request for Quotation. It is the intent of the VA to use the information gathered for market research purposes only. If a formal solicitation is released, it will be posted via the Contracting Opportunities website located at SAM.gov.
The anticipated North American Industry Classification System (NAICS) code is 236220- Commercial and Institutional Building Construction. The largest a company can be and still qualify as a small business for Federal Government programs is a size standard of $45 million dollars. If you believe a different NAICS is more appropriate, please notify the point of contact listed below.
DESCRIPTION OF THE REQUIREMENT: The Department of Veterans Affairs is looking to obtain information on companies who are interested and capable for the following future construction project: Relocation of existing ITOS- comm equipment from the first floor to a third-floor mezzanine. New fiber will be run from the building (B232) to the IT closet in CC236. A new IT closet will need to be constructed to contain the comms rack and split system A/C.
The project will relocate an existing switch that has to be coordinated with FMS/ITOPS so that existing data cabling and new data cabling has minimal disruptions. Temporary patch cabling means and methods will be at the discretion of the contractor, as VA does not anticipate parallel build of switches. Contractor will complete construction on the third floor to include fire sprinkler protection, IT racks and power sources, cooling, security, installation and testing of new fiber end to end.
Contractor will then coordinate new cabling from new patch panels to existing cable port locations before terminating new cable end to end in coordination with the FMS/ITOPS switch move. Contractor will then test new cabling and demo old cabling before demoing the first-floor case and associated infrastructure, other than certain portions that will be left in situ.
Finally, contractor will demo and remove any existing fiber which only serves the homerun directly from the existing ITOPS cabinet to the server room in B210. Existing fiber which is daisy chained downstream or part of a bundled set serving other locations need not be demoed. The period of performance will be 90 days. Drawings will be provided in a solicitation if a solicitation is issued.

Again, this is not a request for quote, and no solicitation is available currently. Interested parties are invited to provide the following information:
1) Company name, address, and point of contact, phone number, e-mail address, and SAM UEI.
2) What additional information would the Government need to provide for you to be able to submit an accurate and complete offer with full understanding of the requirements if we post a formal solicitation? 4) A brief capability statement (Max 2 pages) with enough information to determine if your company is capable of meeting the requirement.
Note- The Capabilities Statement for this sources sought is not expected to be a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company s capability for this project. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business (SB) Community or to conduct as an Unrestricted Procurement.
Other than small businesses may respond to this notice in the event the market does not indicate SB interest. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results. Form responses or other types of responses that do not demonstrate interest and capability to meet this requirement may not be considered.
