THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE; THE VA IS NOT SEEKING PRICING OR OFFERS. The Department of Veterans Affairs, VISN 20, in support of Portland VA Healthcare System, Portland, OR, is currently requesting information to determine the existence of viable sources capable of providing construction services.

Period of Performance: The intended contract period of performance is for 180 calendar days after receipt of notice to proceed.

Description of Services: The VA Portland Health Care System (VAPORHCS) seeks a Contractor to prepare the site for construction and coordinate all demolition and construction activities, (material & labor), as required by the project s drawings and specifications. The project scope of work includes a Base Scope and an Add Alternate Scope as listed below:

Base Scope: The Contractor shall provide all labor, equipment, supervision, and all other resources necessary to complete drainage improvements and waterproofing for the 3 bridge connections, as illustrated and described in the project construction drawings and specifications.

Add Alternate 1: The Contractor shall provide material and labor to complete repair and corrosion mitigation, (rust and fireproofing removal, steel connection repairs, and install of new fireproofing), to the structural beam connections as illustrated in the project construction drawings and specifications. Work for this project will take place at the parking garage and exterior area of the Portland VA Medical Center located at 3710 SW U.S. Veterans Hospital Rd., Portland, OR 97239. The area of work includes 3 separate connection paths to Building 102 and Building 103, as specified in the project construction drawings.

NAICS Code: 236220 - Commercial and Institutional Building Construction and the small business size standard is $45.0 million (January 2022 standards). The Government is not soliciting offers at this time, and it will be the Contracting Officer who will determine which suggested changes are accepted. This is a sources sought notice to gain knowledge of potential qualified sources. A solicitation is not currently available.

Responses: Responses to this request will be considered for the purpose of determining how the requirements will be stated and how the procurement will be conducted. This announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
