REQUIREMENT: SimX Virtual Reality Medical Simulation Training System licenses CONTRACTOR: SimX Inc. The Department of Veterans Affairs (VA) Network Contracting Office (NCO) 19 intends to award a sole source firm-fixed-price contract to SimX Inc. 548 Market Street, San Francisco CA.
94104. The Contractor is currently providing SimX VR Medical Simulation Training System licenses for VR headset use by medical personnel at the Cheyenne VA Medical Center, and a replacement contract is being established for the continuation of services. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time.
Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirement for the estimated period of performance. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award.
The Government will not be responsible for any costs incurred by responding to this notice. Contractors must be registered in the System for Award Management (SAM) at www.sam.gov at the time of the response due date. Responses are due by Monday, September 22nd at 3:00 P.M. (local Mountain Time). All responses shall be submitted via e-mail to barron.long@va.gov. Telephone requests will not be accepted.
The estimated Period of Performance for this requirement is September 30th, 2025, to September 29th, 2030. STATEMENT OF WORK 1. Virtual Reality Software Licenses for Immersion Training VR Software Licenses for Simulation Training- Cheyenne VA Health Care System 2. Background Virtual Reality (VR) is a platform that allows for a more immersive training experience for clinical staff at the Cheyenne VAHCS.
Students will don VR headsets (currently owned by the Cheyenne VAHCS) and work through medical scenarios in the immersive environment as a means of improving and enforcing clinical decision making and knowledge. 3. Scope Need for virtual reality software that will be able to incorporate into the current equipment already owned by the Cheyenne VA HCS.
4. Specific Scope 4.1 Task 1 Compatible with Oculus Headsets 4.1.1 Subtask 1 - One year access to the following with a standalone off-network VRMSS. - ability to select scenarios of choice - Suicidal Veteran - ICU Sepsis/CVVHD - Outpatient Clinic Visit - Alcohol Withdrawal (CIWA) - Asthma Exacerbation (PALS) 4.1.2 Subtask 2 - Access to customer support, which includes business hours phone and email support.
4.1.3 adaptable to current equipment for standalone VRMSS- Desktop, and headsets Deliverables: Yearly subscription to Virtual Reality licenses. 5. Performance Monitoring The Government is required to monitor contractor performance and certify the work was done in accordance with the contract. This monitoring is done by the COR, yearly prior to continuation of new year option.
6. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI) GFE- 2 Oculus Quest Headset 128GB headset w/ controllers and desktop 7. Other Pertinent Information or Special Considerations None a. Identification of Possible Follow-on Work Any additional scenarios after start of contract year will require modification to contract.
Identification of Non-Disclosure Requirements No disclosure needed as no sensitive information being used with product c. Packaging, Packing and Shipping Instructions The product will be renewed electronically yearly based upon request of scenarios and loaded per SIM X. d. Inspection and Acceptance Criteria The COR is responsible for certifying that the work done under the contract is performed to time and standard.
They are also responsible to assure the inspection and acceptance of products provided incidental to services. 8. Risk Control This is a low-risk contract that can be eliminated at the end of a contract year, or option to continue is available for 4 additional years.
