THIS IS A PRESOLICIATION NOTICE NOT A SOLICITATION. A REQUEST FOR PROPOSAL WILL BE POSTED ON OR ABOUT February 12, 2026. The Kerrville VA Medical System which is part of the South Texas Veterans Health Care System currently has a requirement for a project to renovate pre-engineered Metal Building 115 of Kerrville VA Medical System, at 3600 Memorial Boulevard, Kerrville, TX 78028. This building suffered fire damage and needs to be repaired.

The Contractor shall provide all labor, materials, and labor necessary to complete the renovations of building 115 in accordance with the SOW. General Contractor shall provide all labor, materials, and labor necessary to complete the renovations of pre-engineered building 115 in accordance with all Contract Documents. All work shall be done in accordance with the SOW. The SOW will be posted with the solicitation.

The NAICS code for this procurement is 236220 Commercial and Institutional Building Construction with a small business size standard of $45M. The PSC code for this procurement is Y1DZ Construction of Other Hospital Buildings. The magnitude of this project is between $250,000 and $500,000. This project will be 100% set-aside for Service-Disabled Veteran-Owned Small Businesses. The POC for this project will be Stephanie Ingersoll, stephanie.ingersoll@va.gov.

Important Notice: Apparent successful offerors must apply for and receive verification from the Department of Veterans Affairs Center for Verification and Evaluation (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status, offerors must be both VISIBLE and VERIFIED by the Department of Veteran Affairs Center for Veterans Enterprises prior to submission of offer. Failure to be both VERIFIED by CVE and VISIBLE on VetCert prior to submission of offer will result in the offeror s proposal being deemed non-responsive. All offerors are urged to contact the CVE and submit the required documents to obtain CVE verification of their SDVOSB status if they have not already done so.
