This market research notice is being conducted by the Network Contracting Office (NCO) 17 VHA Regional Procurement Office-West (RPOW) 5441 Babcock Rd. San Antonio TX, 78229 for the acquisition of a Computerized Dynamic Posturography Platform and Static Force plates for assessments and rehabilitation. The Government intends to solely negotiate with E3 Diagnostics.
2. Background and Requirement: The South Texas Veterans Health Care System currently has a VR headset being utilized for therapy purposes. This requirement will expand the capabilities of that headset to assist with more variable and individualized therapy. For use in both inpatient and outpatient settings. The equipment required should have the capability to interface with the existing VR system the program already has.
The platform needs to be able to change inclination to dynamically affect the posture and weight distribution of veterans using it, and the platform and force plates need to be able to provide the clinical team with quantifiable information on such things as weight distribution and posture analysis 3. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES.
However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. Due to technical issues, please allow additional time if you re using electronic means. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
The Department of Veterans Affairs, NCO 17 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for the award.
Also, the prospective contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller to the Department of Veterans Affairs for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty, and service associated with the equipment/system shall follow the OEM terms and conditions.
Interested parties are encouraged to furnish information by email only in Response to this Intent to Sole Source. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed to Contracting Specialist, Janice Malbon.
The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement. 4.
