Molecular Diagnostic Testing Reagents and Supply

Special Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award a Firm-Fixed priced FSS-BPA to Roche Diagnostics Corporation for procurement of reagents, consumables, and controls to support Molecular Diagnostic Testing to be provided to the Pathology and Laboratory Medicine Service (P&LMS) of South Texas Veterans Healthcare System (STVHCS) in San Antonio, Texas.

The vendor shall provide test reagent kits and supplies as needed to perform a variety of viral testing to include HIV, HPV, HCV, BKV, CMV, and SARS-COV-2 Molecular Diagnostic testing on the Roche Cobas analyzers located in the Molecular Laboratory at Audie L. Murphy VA Hospital Pathology & Laboratory Medicine Service. The proposed contract action is for testing reagents, consumable and supply , which the Government intends to negotiate with only one source.

The anticipated statutory authorities permitting other than full and open competition for the requirement is FAR 8.405-6(a)(1)(i)(B), only one responsible source is capable of providing the services at the required level because the services are unique or highly specialized. The proposed sole source procurement will be made by a pricing agreement with Roche Diagnostics Corporation.
