Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award a firm-fixed priced base plus 4 option years contract to Rees Scientific for the procurement of Rees Scientific Temperature Monitoring System for the North Texas Veterans Health Care System, Pathology & Laboratory Medicine Service, Dallas, TX.

The Rees Scientific Temperature Monitoring System is comprised of a server, application, and hardware such as sensors and transmitters to measure temperature (alongside other environmental parameters such as humidity and pressure) and alert clinical personnel of any deviations that may lead to the loss of medication, lab samples, and other supplies.

The vendor will provide: A comprehensive service package including an annual system revalidation, repairs, labor, travel, and parts for the Rees Scientific Temperature Monitoring System associated with Account # VAM996. All services performed shall follow the original equipment manufacturer (OEM) specifications. Field service engineers must be licensed or contracted with the original manufacturer to work on the equipment. All parts must be certified new from the original manufacturer. A contract will not be awarded based on an offer received in response to this notice; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government.

If no affirmative written response is received within four (4) days from the publication of this notice, a contract will be issued to Rees Scientific, without any further notice. The anticipated statutory authority permitting other than full and open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Needs.
