The Department of Veterans Affairs (VA), Network Contracting Office 16 (NCO 16) hereby provides notice of its intent to award a sole source, firm-fixed-price contract to, Bard Peripheral Vascular, Inc located at 1625 West 3rd Street Tempe, Arizona 85281-2438. The Justification and Approval for this action will be included as part of the award notice.
It has been determined through initial market research that only one (1) responsible source can provide the required brand name products identified below via consignment agreement, in accordance with Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements .
The Michael E. DeBakey VA Medical Center (MEDVAMC), Interventional Radiology Department requires an assortment of different sized Covera Vascular Covered Stents on consignment agreement. While the exact number and size of Stents is unknown, the estimated per level is provided in the stock level agreement chart below. The VA Interventional Radiology Department physicians have the responsibility for determining which products to use and which will best meet the individual patient's medical needs.
The North American Industry Classification Code (NAICS) is 339112, Surgical and Medical Instrument Manufacturing with a size standard of 1000 employees. The initial consignment inventory shall be delivered to MEDVAMC located at 2002 Holcombe Boulevard, Houston TX 77030. The supplies will be on a consignment basis, and the specified items are to be used only by MEDVAMC. The period for this consignment agreement will be for one base year with four unilateral one-year option periods.
The Government reserves the right to cancel the consignment agreement at any time. MEDVAMC will provide adequate space/shelving for the consignment items. This special notice of intent serves as notice of intent to award a sole source contract and is not a request for competitive proposals, solicitation or a request for offers. Any response to this notice must show clear and convincing evidence that a prospective offeror can fulfill the requirements and that competition would be advantageous to the Government.
A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The VA, NCO 16 will not be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. Telephone requests will not be honored.
All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award.
Additionally, prospective contractors shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller to the Department of Veterans Affairs for the proposed items. All warranty and service associated with the products shall be in accordance with the OEM terms and conditions. Interested parties are encouraged to furnish information by email only with Response to Intent to Sole Source to Bard Covera Vascular Covered Stent in the subject line.
All documents submitted will not be returned. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement. No award will be made based on quotes or offers received in response to this notice.
All responsible sources may identify their interest to meet this requirement to Frank Sanders at frank.sanders1@va.gov by 4:00 pm (CST), Wednesday, September 3, 2025.
