THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE-DISABLED VETERANOWNED SMALL BUSINESSES. The Central Arkansas Veterans Healthcare System in North Little Rock, AR, has a requirement titled "B104 Renovation LETC for project number 598-19-127. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a 100% Service-Disabled Veteran-Owned Small Business Set-Aside (SDVOSB). Please do not send questions to this notice as it is only a Pre-Solicitation Notice.

Questions will be accepted only after the solicitation has been published. The tentative date for issuing the RFP is on or around Aug 10, 2025, with proposals due approximately 30 calendar days later on or around SEP 10, 2025. The anticipated contract award date is approximately 30 days or less after receipt of proposals. A Firm-Fixed Price construction contract award is anticipated.

Location of work is at the Eugene Towbin Healthcare Center, 2200 Fort Roots Drive, North Little Rock, AR 72114. Contractor shall furnish all supervision, labor, material, tools, and equipment to renovate approximately 10,557 SF to meet LETC requirements. Scope includes full replacement of all building restrooms and shower rooms, principally to conform to ADA/ABA accessibility requirements, the addition of a structural beam to provide adequate support for a large existing copier, and new flooring through all spaces.

Mechanical upgrades are limited to providing a new cooling tower for the building, with a small number of unitary cabinets replaced as part of the restroom work described above. Work includes construction labor and supervision for architectural, mechanical, electrical, plumbing, fire protection, interior finishes work, and certain other items as required by provided construction documents. The period of performance will be 300 calendar days from the Notice to Proceed.

Solicitation documents, including specifications and drawings, will be available electronically posted with the RFP on this website. Hard copies will not be mailed. The solicitation will be issued as a Request for Proposals (RFP). INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. ADDITIONALLY, OFFERORS ARE ADVISED TO CHECK THE SITE FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS TO THE SOLICITATION NOTICE.

Offerors are responsible for obtaining solicitation from Contracting Opportunity and acknowledging all amendments to this solicitation. A cut-off time/date for receipt of questions will be established and listed in the RFP as well as a time/date for the scheduled Site Visit.

Only one Site Visit will be conducted and no requests for additional Site Visits or make-up Site Visits will be granted. A 90-day proposal acceptance period will be required. A bid bond must be submitted with the proposal (email copy is acceptable and preferred at this time). Performance and Payment bonds will be required from the contractor receiving the award. The magnitude of construction is between $1,000,000 and $5,000,000.

North American Industrial Classification Standard (NAICS) code assigned to this construction project is 236220 with a small business size standard of $45 million in average annual receipts for the past three (3) years. Offerors shall be registered at Veteran Small Business Certification (VetCert) with the SBA and in System for Award Management (SAM) database at www.sam.gov and have completed online Representations and Certifications. Offerors shall be registered with the NAICS code assigned to this acquisition.
