This is a combined synopsis/solicitation (CSS) for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR Part 13.5, Certain Simplified Procedures for Certain Commercial Products and Commercial Services as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation, and a written solicitation document will not be issued. The CSS number is 36C25624Q1104. It is issued as a Request for Quote (RFQ). This solicitation is in support of a requirement for the MEDVAMC that is sole source. The government anticipates awarding one (1) single award, Firm-Fixed Price, contract resulting from this solicitation to a sole source offeror not to exceed five (5) years.

The sole source offeror shall comply with the following conditions below when responding to this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05 (effective: 05/22/2024). The associated North American Industrial Classification System (NAICS) code for this procurement is 611430 Professional and Management Development Training, with a small business size standard of $15,000,000.00.

The Department of Veterans Affairs (VA), Michael E. DeBakey VA Medical Center, 2002 Holcombe Boulevard, Houston, Texas 77030 requires a contract to properly facilitate educational offerings to scholars (PGY-2) from local and surrounding universities department of psychiatry as required. Period of Performance shall be a base period of one (1) year, with four (4) additional, 1 year order periods not to exceed (NTE) 5 years.
