Pneumatic Tube System Upgrade

Notice of Intent to Sole Source The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Network Contracting Office (NCO) 16, Central Texas Health Care System (CTVHCS) equipment located Overton Brooks VA Medical Center (OBVMC) 510 E Stoner Ave, Shreveport, LA 71101, intends to issue a sole source contract for the Pneumatic Tube System Upgrade.

The contractor shall provide all hardware, wiring, labor, and supervision to upgrade existing Swisslog Pneumatic Tube System, and the point-to-point tube system in the pharmacy. The upgrade shall include updated hardware, Radio-frequency identification (RFID) color-coded carriers, Ethernet connectivity for all pneumatic tube system hardware nodes, and a replacement computer tower with monitor.

All work shall be performed at the Overton Brooks VA Medical Center (OBVMC) 510 E Stoner Ave, Shreveport, LA 71101. The VA intends to solicit a contract under the authority of FAR 13.106-1(b). The VA anticipates awarding a contract on or about 06/10/2024. This is a Notice of Intent to Sole Source. The NAICS Code for this procurement is 811210 Electronic and Precision Equipment Repair and Maintenance which has a Small Business Size Standard of $34M.

This Notice of Intent to Sole Source is not a request for competitive proposals. However, in accordance with FAR 5.207 (c) (16) (ii), all responsible sources that feel they can fulfill this requirement may submit a capability statement which shall be considered by the VA. Responses to this notice shall contain sufficient information to establish the interested parties bona-fide capabilities for fulfilling the requirement, and include:

Dun & Bradstreet Number, and the Taxpayer Identification Number, along with documentation that the vendor is an authorized service provider of the equipment listed. All respondents must have an active registration in the System for Award Management at www.sam.gov.

Interested Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must be listed as verified on the SBA Veteran Small Business Certification (VetCert) database located at https://veterans.certify.sba.gov in order to receive contract awards under the Veterans First Contracting Program. A determination by the VA not to compete this proposed action based upon responses to this notice is solely within the discretion of the VA.
