Notice of Intent to Sole Source

Special Notice Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Network Contracting Office (NCO) 16, Overton Brooks VA Medical Center (OBVMC) equipment located in Center, 510 East Stoner Ave., Shreveport, LA 71101 intends to issue a sole source award to Avallone Architectural Specialties, LLC, 815 King PL, Shreveport, LA, 71115. The VA plans to upgrade BE97 and 1W50 existing Hirsch physical access control system (PACS) circuit boards to become compatible with Overton Brooks VA hospital s new Version of PIV card and removing the old card readers.

The contractor will include all components to make the software system fully compatible and functional, such as providing and installing 11 migrated readers with keypad, FICAM controller upgrade, global service VEL Data Base upgrade, and retrofit kits for control board from M8 to Mx8. The upgrade will take place at 510 East Stoner Ave., Shreveport, LA 71101 in accordance with the attached Statement of Work (SOW). The VA intends to solicit and negotiate a sole source contract under the authority of FAR 13.106-1(b).

The VA anticipates awarding a contract on or about 05/15/2024. The NAICS Code for this procurement is 561621 Security Systems Services (except Locksmiths) which has a Small Business Size Standard of $25M. This notice of intent to award a sole source contract is not a request for competitive proposals. However, in accordance with FAR 5.207 (c) (16) (ii), all responsible sources that feel they can fulfill this requirement may submit a capability statement which shall be considered by the VA. Responses to this notice shall contain sufficient information to establish the interested parties bona-fide capabilities for fulfilling the requirement, and include:

Dun & Bradstreet Number, and the Taxpayer Identification Number, along with documentation that the vendor is an authorized service provider of the equipment listed. All respondents must have an active registration in the System for Award Management at www.sam.gov.

Interested Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must be listed as verified on the SBA Veteran Small Business Certification (VetCert) database located at https://veterans.certify.sba.gov in order to receive contract awards under the Veterans First Contracting Program. A determination by the VA not to compete this proposed action based upon responses to this notice is solely within the discretion of the VA.

In addition, the information received because of this notice of intent will be retained as market research only. If no affirmative written response is received by the response date and time, a sole source contract will be awarded to Avallone Architectural Specialties, LLC, 815 King PL, Shreveport, LA, 71115 without any further notice.
