This is an INTENT TO SOLE SOURCE NOTICE only. The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 15 intends to award a sole source firm-fixed price contract under the authority of 41 U.S.C 253(c) (1) FAR 6.302-1 Only One Responsible Source to Trillamed LLC. The North American Industrial Classification System (NAICS) code for this procurement is 811210, and the FSC/PSC is J065.
Per the OEM Copeland Cold Chain LP d/b/a Cooper-Atkins (formerly, Emerson Digital Cold Chain, Inc.) ( Copeland ) will utilize only TrillaMed, LLC ( TrillaMed ) as its sole authorized distributor for sale of its TempTrakTM wireless environmental monitoring system for the Veterans Affairs customer in the United States.
Background: The purpose of TempTrak is to ensure regulatory compliance for environmental monitoring (EM) standards at VISN 15 Facilities establishing a support agreement to cover the Copeland Cold Chain LP TempTrakTM wireless environmental monitoring system.
Regulatory compliance includes Temperature, relative humidity, air pressure relationship in designated clinical areas throughout medical centers and associated Community Based Outpatient Clinics (CBOCs) and Healthcare Centers (HCCs) are maintained and managed in accordance with Veterans Health Administration (VHA) directives.
Pharmaceutical, laboratory, and patient facing Food and Nutrition items throughout VISN 15 VAMCs and CBOCs are stored and maintained in accordance with VHA directives, and U.S. Pharmacopoeia (USP), Food and Drug Administration (FDA), College of American Pathologists (CAP), and Joint Commission on Accreditation of Healthcare Organizations (JCAHO) requirements.
GENERAL REQUIREMENTS: The purpose of this support agreement is the ensure (Lumity, formerly I-Care) is to sustain the TempTrakTM wireless environmental monitoring system and provide the following:
24/7 Help desk Emergency support (standard Lumity, formerly I-Care, hours are 8AM-8PM EST, M-F. Emergency Support excludes training, equipment registration and admin. issues) The calibrations include travel/trip charges. Calibrations include travel/trip charges any time a quantity of twelve (12) or more are purchased and completed at the same time. On-site calibrations are:
NIST Traceability and/or ISO 17025 Part-B Compliance or latest version. ISO 9001accredited. Performed with the probes in place utilizing OEM calibration system. Performed with a system that creates Certificates of Calibration that are automatically uploaded into the TempTrak system. Temp Trak hardware warranty is two years and is replaced at no charge (excludes labor) because of manufacturer s workmanship. 10% discount on additional calibration services.
Includes calibration certificates and battery replacement for calibrated transmitters with low battery alerts. Annual remote access system review/checkup includes Performance Review/ Risk Assessment (Requires C-A access to server and database query). Unlimited software upgrades and builds upon release. The agreement provides National Institute of Standards and Technology (NIST) tracible on-site calibrations. Unlimited web-based training seminars. Unlimited E-Learning training. Unlimited web-based or e-learning for system administrator level and server management training. The places of performance are as follows:

The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. Those interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. Also, an authorized distributor/service provider letter shall be provided with the capabilities statement.
A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement, Notice of Intent.
If after March 28, 2025, no viable responses have been received in response to this announcement, the Department of Veterans Affairs shall negotiate solely with Trillamed LLC. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted.
