I-PASS TRANSPONDERS FOR FLEET VEHICLES

SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals.

The Department of Veterans Affairs, Network Contracting Office (NCO) 12, is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Single Source Purchase Order under FAR Part 13, specifically FAR Part 13.106 1(b), Solicitating from a single source. This notice satisfies the posting requirements at FAR Part 5.101-1. The intended contractor is Illinois Tollway, 2700 Ogden Avenue, Downers Grove, IL 60515-1703.

The Place of Performance is Jesse Brown VA Medical Center transporting our veterans and staff to the CBOC s located outside of the Chicago and Illinois areas to include Crown Point, Indiana, and the North Chicago VA Facility. Services shall be in accordance with the terms, conditions, provisions, and schedule of the contract.

Services shall be to provide Time and Materials in the form of I-PASS Transponders for Fleet Operations to travel through the I-PASS lanes on the Illinois State Highways while transporting our veterans and staff to the CBOC s located outside of the Chicago and Illinois areas to include Crown Point, Indiana, and the North Chicago VA Facility. The NAICS Code is 488490 Other Support Activities for Road Transportation. This Notice of Intent is not a request for competitive quotes.

No solicitation documents are available and telephone requests will not be honored.

However, if a firm believes it can meet the Illinois Tollway I-PASS Transponder requirements it must submit a capability statement, proposal, or quotation, about its products and services, as well as references from other customers who are using these products and services to the Contracting Officer by 3:30 PM (CST) November 29, 2024. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements.

Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Officer will proceed with the sole source award to Illinois Tollway.
