Description of market research conducted and results or statement why it was not conducted: Due to the proprietary nature of the equipment and software, an intent to sole source was posted. There was (0) zero responses to the intent to sole source. The OEM has a partnership with L1 Enterprises LLC to provide these services. A search for the vendor on the SBA Vetcert website, they were found to be registered as an SDVOSB.
I followed up with the manufacturer and asked for a confirmation of their partnership, they sent an authorized partner letter confirming their partnership. Although a sole source is being sought, basic Market Research was still conducted. A search of the of the SBA VetCert website using the NAICS code was used. Previous contracts for 695 and 607 were sole sourced to IPA which is the manufacturer, they have since partnered with this SDVOSB. This was confirmed by the OEM contact.
