VHAPG Part 813.106 Simplified Acquisition Procedures:

Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT Last Updated:

02/01/22 Page 1 of 1 Revision:

00 Acquisition ID#: 36C252-24-AP-2907 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 for Over Micro-Purchase Threshold but not Exceeding the SAT ($250K)

Acquisition Plan Action ID:

36C252-24-AP-2907 Contracting Activity: Department of Veterans Affairs, VISN 12, Clement J. Zablocki VA Medical Medical Center, Great Lakes Acquisition Center (NCO 12).

2237: 695-24-3-969-0246 Brief description of supplies/services required and the intended use/estimated amount: Seven licenses for Syngodynamics (on-premises perpetual applications and support and custom programming). The estimated amount is [REDACTED]. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Milwaukee VA requires the purchase of additional licenses for the Siemens syngo Dynamics Cardiology PACS and image viewing software.

The Siemens Medical Solutions USA, Inc. Syngodynamics Cardiology PACS software is proprietary to Siemens. There is no other brand of cardiology PACS viewing system that will integrate with the currently used syngo Dynamics PACS system. Therefore, only the Siemens syngo Dynamics system will meet the needs of the VAMC. Description of market research conducted and results or statement why it was not conducted: A VetCert search for NAICS 334517 showed 100 results. This is a Brand Name Only requirement.

Vendor has no authorized small business distributors, including VOSBs/SDVOSBs. An Intent to Sole Source was posted to the Governmentwide Point of Entry, sam.gov. Zero responses were received. The above market research does not reasonably evidence whether the VA Rule of Two can or cannot be met.

Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. [REDACTED]
