Building 70 Smoke Detector Installation - Milwaukee VAMC - Intent to Sole Source

Under Statutory Authority 41 U.S.C. 1901 the Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract modification with SYSTEC LTD OF WISCONSIN INC for installation of Twenty (20) added smoke detectors in Building 70, located at the Milwaukee VAMC. This notice of intent is not a request for competitive quotes. SYSTEC LTD OF WISCONSIN INC has performed previous work on this system. This request is for sustainment of a service.

Systec Limited, LLC because not only are they the proprietary owner of the fire alarm program at the Milwaukee VA Medical Center, but also, they designed the system and are the only personnel that can execute any re-programming of the VAMC Milwaukee Campus, fire alarm system. This acquisition is conducted under the authority of 41 U.S.C. 1901 Simplified acquisition procedures as implemented in FAR 13.106-3(b)(3)(i), only one responsible source and no other supplies or services will satisfy agency requirements.

This will be a firm fixed price contract for an installation of Twenty (20) added smoke detectors in Building 70, located at the Milwaukee VAMC. The installation shall take place off hours to lessen the disruption to patients and employees. Research and end user input indicate that other options found are inferior and do not provide all the desired options. This work is of high priority nature noting the inspection results identified the need for these smoke detectors and it is a Life Safety issue.

The North American Industry Classification System Code (NAICS) is 561621 with a business size standard of $25.0 Million. No solicitation documents are available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer by 10:00 AM Local Time (Central) Wednesday, 07/10/2024. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements.

This evidence shall include a letter from the Original Equipment Manufacturer (OEM) stating vendor is an authorized service vendor per VAAR Clause 852.212-71(c). Responses received will be evaluated, however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
