INTENT TO SOLE SOURCE The Department of Veterans Affairs, VHA Regional Procurement Office Central, Network Contracting Office 10, intends to enter into a sole source procurement for a NuStream Filtration PG44 Reverse Osmosis System for the Richard L. Roudebush VA Medical Center, 1410 W. 10th Street, Indianapolis, IN 46202. The Department of Veterans Affairs intends to award a sole source, firm-fixed price purchase order to Absolute Water Technologies, LLC, 2514 Roosevelt Ave., Indianapolis, IN 46218. The associated North American Industry Classification System (NAICS) Code is 333310 Commercial and Service Industry Machinery Manufacturing, and the Business Size Standard is 1,000 Employees.
The NuStream Filtration PG44 Reverse Osmosis (RO) water system will replace an aging and non-compliant system supporting the Gastrointestinal (GI) SPS Operations Area and Procedure Clinic on the 8th floor. The current system no longer meets updated regulatory requirements outlined in ANSI/AAMI ST108 and VHA Directive 1116(2), both of which demand stricter water quality control and monitoring to ensure safe reprocessing of reusable medical devices (RMDs).
The NuStream PG44 RO System has been installed by Absolute Water Technologies, LLC in two other areas at the Indianapolis hospital. Absolute Water Technologies retains proprietary knowledge of the installed system, including engineering schematics, configuration details, maintenance records, and historical performance data. Absolute Water Technologies also developed the customized water quality testing protocols in use, ensuring full compliance with ST108 and VHA Directive 1116(2).
To maintain uninterrupted services for GI procedures and RMD reprocessing and to remain compliant with water quality standards under VHA Directive 1116(2), including required bacteria, endotoxin, and conductivity testing continuity of vendor services is essential. Engaging a different vendor would introduce the risk of incompatible components, require significant infrastructure modification, delay testing validation, and potentially interrupt clinical care.
The sole source procurement of a compatible system from Absolute Water Technologies ensures compliance, minimizes disruption, and avoids redundant engineering or training costs. This notice satisfies the requirement at FAR 5.201(b)(1) to publicize the proposed contract action. This notice of intent is not a request for competitive proposals or quotes. Interested parties may identify their interest and capability to respond to the requirement.
A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested persons may identify their interests and capability to respond to this requirement no later than 5:00 PM Eastern Time, Friday, August 15, 2025. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.
