Questions and Answers from RFQ 36C25025Q0410 Question: Does the VAMC have an existing air emissions permit and if so, can a copy be provided for review?
Answer: Â The facility currently has 2 existing air emissions permits. (See attached)
Question: Does the VAMC have a mandated timeline by which it needs to obtain an air emissions permit that is, is an older permit expiring? If so, please clarify the timeline, including specifying any due dates for permit application documents to be submitted to Michigan Department of Environment, Great Lakes, and Energy (MI EGLE).
Answer: This is an air emissions inventory to determine if any additional permits are required and to update the list of air emissions sources within the facility. The facility s permits are current.
Question: Task 1 specifically indicates that only one site visit is requested. Task 2 mentions a face-to-face permit strategy meeting with VAMC staff. Please confirm that this permit strategy meeting may occur via videoconference.
Answer: Onsite activities are required for the evaluation of the air emission sources. The permit strategy meeting can be via videoconference. Question: Given that permit application review and permit issuance by MI EGLE may take several months or more, given that the VA expects work (e.g., development of emissions tracking tools and staff training) to occur after permit issuance, and given that this solicitation is an SDVOSB set-aside, would the VA be amenable to a milestone payment schedule, rather than a single lump sum payment, so that a small business does not have to wait many months to invoice and receive payment for work completed?
Answer: Yes, invoicing may be done monthly in arrears.
Question: Does the scope require applying for a permit or only the permitting strategy? Task 2. says It is for the Permitting Strategy but does not state how to apply for the permit.
Although the Project Scope introduction states, Complete all documentation to apply for applicable permits, work on the Aleda E. Lutz VA Medical Center behalf to negotiate permit conditions Answer: The scope is to complete application process if permit conditions are met or adjustments to current permits are necessary.  Question: Section E Solicitation Provisions states that Offers shall be assembled by the following Sections; each section shall be easily identified.
(Sections A-D), but the evaluation states Technical, Past Performance, and Price. The instructions reference a technical quote. Do you want a technical quote submission and price submission, or do you want a separate submission per section outlined? Which section do you want the references for our past performance?
Answer: Please refer to pg. 26 of RFQ 36C25025Q0410 for guidance. Specifically, Section A- Offer Form (Standard Form 1449) shall be signed and dated. Any amendments to RFQ 36C25025Q0410 shall also be signed, dated, and returned. The offeror shall also complete Section B.2 Price/Cost Schedule. All pricing shall be in accordance with the guidance on page 26 of RFQ 36C25025Q0410. The offeror should provide evidence of capability of servicing this requirement. Please refer to pages 32 and 33 of RFQ 36C25025Q0410.
Lastly, offeror shall provide evidence of past performance on active and physically completed contracts. Please refer to page 33 of RFQ 36C250250410 for descriptions of past performance examples.
