In accordance with FAR Part 10, Market Research, this is a Sources Sought Notice to determine the availability of potential sources/vendors having the skills and capabilities necessary to provide Health Care to Homeless Veterans (HCHV) Emergency Residential Services. The Veterans Affairs Aleda E. Lutz Medical Center in Saginaw, Michigan has a requirement for a community-based residential program for homeless Veterans.
The Contractor shall provide HCHV rehabilitative services for no less than two (2) and no more than six (6) homeless Veterans located in the Grand Traverse County area. One bed shall be reserved for female Veterans. The facility will also have a family room available for Veterans who have minor children. The Veterans referred to the Contractor s facility may have a mental illness and/or substance use disorder diagnosis. The anticipated period of performance for this requirement is 10/1/2025 9/30/2026.
All interested contractors are invited to respond as this information may be used to determine potential set asides for the above noted services. This Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information. If your company is able to perform these services please respond to the following:

Type of business: Service-Disabled Veteran-Owned Small Business, Veteran-Owned Small business, 8A, HUBZone, Woman-Owned Small Business, etc. All businesses eligible to provide this service are encouraged to reply as this information may be used to determine potential set-asides. Unique Entity Identifier (UEI) number Company website address.
Capabilities/Qualifications: A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement including location of proposed facility. Description of the capabilities/qualifications/skills your company possesses to perform services described above. Do you need to subcontract any portion of work to provide these services stated herein? Past Experience relative to similar requirements.
Responses should provide the following information on similar projects for which the responder was a prime contractor. The name, address, and value of each project. The Prime Contract Type, Firm Fixed-Price. The name, telephone and address of the owner of each project. A description of each project and why it is relevant to this requirement. Include difficulties and successes. Your company s role and services provided for each project. Does your company plan to submit a quote once the solicitation is available?
