Contracting Activity: Department of Veterans Affairs, VISN 10, Network Contracting Office in Kettering, Ohio has been requested by the John D. Dingell VAMC, Detroit, MI, to procure IRAPID Software Perfusion Module for the Detroit VAMC, Radiology Department.
2237 # 553-25-1-099-0002 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Purchase of software license on a Base + 4 Option Year contract for Point of Care testing of stroke patients at the John D. Dingell VA Medical Center in Detroit, MI. Period of performance requested will be 11/1/2024 to 10/31/2029.
Estimated value: Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The requested item is for continued use of the OEM s proprietary testing equipment used at the Detroit VAMC facility. The OEM does have one authorized distributor SDVOSB vendor that can provide this Brand Name software. Both the OEM and the SDVOSB vendors will have an equal opportunity to provide a fair and reasonable quote, which will follow the NMR guidance.
NAICS Code 541511 does apply to this acquisition, as there is no NMR waive for this NAICS Code. Description of market research conducted and results or statement why it was not conducted: Market Research was conducted beginning with VetCert; using NAICS Code 541511, it identified 4,139 potential vendors. Utilizing the same NAICS Code and key word IRAPID was used, which provided no vendors. However, FPDS and eCMS did show one SDVOSB vendor, TrillaMed, which could provide this system.
The OEM, iSchemaView, Inc., a Large Business was emailed to confirm this information, but currently no information has been received. It was stated in the Market Research from 36C25023D0040, that TrillaMed did provide a quote that exceeded the 5% allowed for SDVOSB vendors and so award went to iSchemaView, Inc. GSA, Contract Opportunities, NASA SEWP, email, Google, and SCMC were all used in this Market Research, which confirmed that the VA/SBA Rules of Two could not be met with this procurement. Solicitation will be posted on Contract Opportunities as Unrestricted, to give both the OEM and the SDVOSB vendors the opportunity to provide a fair and reasonable quote.
