36C250-24-AP-4721 Contracting Activity: Department of Veterans Affairs, VISN 10, Richard L. Roudebush VA Medical Center, Sleep Lab, at 1481 W 10th Street, Indianapolis, IN 46202 has submitted VA Form 2237 number 583-25-1-169-0010 request for Polysmith software maintenance and component replacement, in the amount of $16,577.00 for the base and four (4) option years, $82,885.00 total contract value for this request.

Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Polysmith Software requires remote support and component replacement in the event of failure. This support will allow the Sleep Lab to maintain a better up-time for all of their rooms. The site requires workstation depot repairs, remote support from the vendor, parts replacements, and loaner PC s to allow our Sleep Lab to remain operational as much as possible.

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Polysmith is a proprietary software that Nihon Kohden maintains. The hardware is also a component of the software and is required for functionality. Nihon Kohden is the only source that will offer the amplifiers and headboxes, as well as the PC s capable of functioning with the software.

Description of market research conducted and results or statement why it was not conducted: Market Research was conducted via GSA, VetCert, DSBS, SAM.gov & internet search. VetCert returned 313 results for certified SDVOSB/VOSBs using NAICS code 811210 (0 using business name Nihon Kohden). NAC and GSA returned 0 sources able to meet this requirement. DSBS returned 0 results using keyword polysmith . All results on FPDS and sam.gov using keyword polysmith returned Nihon Kohden as the only contractor.

There are no SDVOSB s/VOSB s authorized to perform this maintenance, as it would void the current warranty of the equipment. Therefore, the VA rule of two will not be achieved for this procurement. Intend sole source award to OEM Nihon Kohden, a large business, via open market.
