DEPARTMENT OF VETERANS AFFAIRS VETERANS HEALTH ADMINISTRATION April 15, 2024 SPECIAL NOTICE NOTICE OF INTENT TO SOLE-SOURCE GE ComboLab Equipment Preventive Maintenance, Repairs & Emergency Repairs 36C25024Q0549 The Detroit VA Medical Center (VAMC) requires GE ComboLab equipment preventive maintenance, repairs and emergency repairs.

Network Contracting Office (NCO) 10 intends to issue a sole-source solicitation to GE Healthcare (GE), 9900 Innovation Drive, Wauwatosa, WI 53225, requesting GE ComboLab equipment preventive maintenance, repairs and emergency repairs.

Per GE s proprietary letter, although there may be third-parties willing to provide services GE Healthcare ( GEHC ) is the Original Equipment Manufacturer of the Mac-LabTM, CardioLabTM and/or ComboLab products included in the service Quotation, which are GEHC proprietary products, covered by GEHC patents and other intellectual property rights. GE Healthcare maintains certain proprietary service technologies relating to these products.

Use of non-OEM services, parts, equipment, and trained GE Field Services Engineers can void all warranties and service maintenance agreements on the GE equipment. As such, this procurement is being conducted in accordance with FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code for this procurement is 811210, and the Small Business Administration Size Standard is $34.0 million.

This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a quote, which may be considered by the agency, only if received by the closing date and time of this notice. Any response to this notice must show clear and convincing evidence that the responding company can meet the requirements of the Government.

Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Responses to this notice are due on or before Thursday, April 25, 2024, at 10:00 am, Eastern Time, to Jeanne Ortiz, Contracting Officer, via email at jeanne.ortiz@va.gov .
