The Department of Veterans Affairs, Network Contracting Office (NCO) 10, 260 E University Avenue, Cincinnati, OH 45219, intends to award a sole source purchase order contract to Beckman Coulter Inc., 250 South Kraemer Boulevard, Brea, CA 92821, for the Indianapolis VA Medical Center. This acquisition is a follow on to the initial awards in 2018, 2020, along with other upgrades through 2023. Upgrading this system has continued and now includes the items listed in the description section.
This procurement is in accordance with FAR Subpart 16.505(b)(2)(i)(B): Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or NAICS Code 334516, Analytical Laboratory Instrument Manufacturing, the size standard is 1000 employees. Beckman Coulter Inc is classified as a large business concern.
This follow-on procurement consists of procuring, installing, integration with software, removal, a trade-in value with the existing equipment originally installed in 2018 and 2020. Upgrades were implemented the past several years. The laboratory equipment and supplies will include the following:
DxU 840 Workcell US equipment; fully turn-key project. This CLIN will include all the necessary equipment, options, peripherals, consumables, and service & support to replace existing similar, obsoleted equipment in the VISN10 laboratory.
End-state: replacing equipment will be in a fully operational laboratory state. A trade-in credit has been applied to this items price. Qty – 2 AX-4030 Analyzer Stand Alone DxS Protection Pro Service Package (8x7). DxU 840m DxS Protection Pro Service Package (8x7). This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action. This notice of intent is not a request for competitive proposals or quotes.
No solicitation documents are available; however, any firm that believes it that they can meet the requirements may give written notification to the Contracting Officer within 24 hours from the date of publication of this notice. Supporting evidence must be furnished in enough detail to demonstrate compliance. Information must be sent electronically to Contracting Officer dwight.petsche@va.gov.
Any responses received will be evaluated; however, a determination by the Government as to whether to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Responses must be received within 24 hours of publication or by Friday February 16, 2024 5:00PM to be considered.
