Page 1 of 2 DEPARTMENT OF VETERANS AFFAIRS Regional Procurement Office West (RPOW) REQUEST FOR INFORMATION (RFI) / INTENT TO SOLE SOURCE FOR LEASE LOCATION The VA Long Beach Healthcare System is currently seeking a leased space in the City of Santa Ana. The Department of Veterans Affairs (VA) intends to continue occupancy in accordance with (IAW) the authority outlined in General Services Administration Acquisition Manual (GSAM) 570.402 Succeeding Leases.
The VA will take in consideration the cost of moving, alterations, and other factors when determining where to relocate. The VA will require any space being offered to meet the following criteria: A lease for up to 10 years; 5 Years Firm, 180 Day Termination Rights Occupancy is required by September 1, 2026. Offered space can be on no more than one (1) floor; preferred Shall provide at the minimum of 3000 rentable square feet (RSF); with a maximum of 3221 RSF.
On-site parking for a minimum of 70 vehicles is required, of which at least three (3) spaces must be ADA compliant. Proposed property shall not be located within the 100-year flood plain. The proposed property must be within the delineated area as follows:

Grand Ave South: Dyer Road To be included in initial considerations, interested offerors shall address ALL the following when responding to this announcement: Proposed Property address with a map showing property within the delineated area. Name, phone number and email address of Property Owner. Note, if responding and you are not the property owner, i.e. broker, provide written statement from property owner (owner letterhead) authorizing you to represent the owner.
Documentation evidencing that proposed property is outside the 100-year flood plain. Documentation delineating the cost advantages to the Government for relocating to proposed space. Documentation delineating offeror s ability to meet all the Governments requirements identified in this announcement. Amount of space offered. Cost. i.e. dollar per square foot. Number of parking spaces. Note, the above figures are minimums, there is no maximum. Date space is available.
Other pertinent information that will help the VA determine if relocation will be economically advantageous. The building and parking area must be fully accessible, meeting all requirements of the Americans with Disabilities Act and the Uniform Federal Accessibility Standards.
The building must comply with the Interagency Security Committee Security Design Criteria for New Federal Office Buildings and Major Modernization Projects as well as other security guidelines, which will be provided during the Solicitation for Offers process. The Government is limited by law (41 C.F.R. § 102-73.55) to pay no more than the appraised fair rental value for space.
Interested offerors (owners or their legal representatives, i.e. brokers) shall submit information concerning their properties outlined above to Arvee Vinas via email at Arveejohn.vinas@va.gov, no later than 5:00 PM PST on Monday, March 31, 2025, including all questions or concerns. Interested offerors shall include the following title in the subject line of the email, RFI # 36C24W25Q0006, Santa Ana MH2 . Please note, email size shall be limited to 5 MB, therefore multiple emails maybe required.
