Intent to Sole Source RLP 36C24W24R0097 for 1,478 rentable square feet (RSF) in accordance with (IAW) FAR 13.501, supporting the Northern Arizona VA Health Care System (NAVAHCS) in Holbrook Arizona.
1. Agency ID: U.S Department of Veterans Affairs, VHA Regional Procurement Office – West 4811 Airport Plaza Dr., Suite 600, Long Beach, CA 90815 2. Nature and/or description of the action being approved: The Department of Veterans Affairs (VA) / Veterans Health Administration (VHA) currently leases 1,478 RSF located at 33 W. Vista, Holbrook, AZ 86025 under lease number VA258-R-0448 known as the Holbrook PTOC. The current lease expires July 18, 2026. 3. Service required description: The requirement for 1,478 RSF for a term of 20 years, to commence on July 19, 2026, estimated value of $950,000 over 20 years.
4. Authority: 41 U.S.C.
3304(a)(1): Only one responsible source and no other supplies or services will satisfy agency requirements. This statutory authority is implemented through GSAR 570.402: Succeeding Leases.
In accordance with GSAR 570.402, use of the sole source authority is appropriate where the lease contracting officer does not identify any potential acceptable locations through advertisement and market research, or it is determined that award to any other offeror would result in substantial duplication of costs to the Government that are not expected to be recovered through competition. 5. The VHA Lease Contracting Officer did not identify any potential acceptable locations through a survey of the market.
Therefore, in accordance with GSAR 570.402-4: No Potential Acceptable Locations, a cost benefit analysis was not required. George J Morin Family Trust Dated 3/13/08, The, is the current lease holder for the previous 14 years with no negative comments on the quality or condition of the service and building.
6. Potential Sources Effort: Market research was conducted using LoopNet and CoStar with Zero (0) properties identified in the delineated area and 3 properties located in an extended area around in the city that do not meet the needs of the Government. 7. The VA LCO has determined that the anticipated rates proposed by the incumbent lessor for the new lease term to be fair and reasonable.
8.
