CLASS Lab Analysis Notice of Intent to Sole Source

Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for one (1) year with University of Michigan (UofM), Michigan Medicine, 1500 E. Medical Center Drive, Ann Arbor, MI 48109 for sequencing and analysis research projects for the Ann Arbor Department of Veterans Affairs Medical Center (AADVAMC).

As part of this collaboration, The VA research department will be requesting analysis via enzyme linked immunosorbent assay (ELISA) services to learn and work on active research services and studies. This service involves UofM uniquely qualified personnel who work closely with the AADVAMC. UofM is a key partner in research projects, which is critical for this program.

Due to the affiliate relationship with AADVAMC as well as their specialized expertise in this area, UofM is the only vendor that can provide the quality, along with the resources required for this critical program. Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The applicable NAICS code is 611310 with a $34.5 MIL size standard. The PSC is AN11.

The authority for this action is FAR 6.302.5, Authorized or Required by Statute and no other supplies or services will satisfy agency requirements. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
