Pre-Solicitation Notice with Intent to Sole Source Expert Research Consulting Services for Prolonged Exposure Therapy for PTSD

Pre-Solicitation Notice for the notice of intent to award a sole source contract. This is not a solicitation.

The Department of Veterans Affairs, VA Puget Sound Healthcare System intends to negotiate a sole source contract for a one (1) year base period to include three option years with Elizabeth Hembree Consulting, LLC, to obtain expert research consulting services on Prolonged Exposure therapy in support of the VA Merit funded research project entitled, A Hybrid Effectiveness-Implementation Trial of Treatments for Veterans with PTSD at Elevated Acute Risk for Suicide.

Elizabeth Hembree, PhD, has over twenty years of experience in PTSD research, and is the co-developer of Prolonged Exposure (PE) therapy for PTSD with extensive experience in the design and implementation of PE.

She served as the primary trainer and consultant for the VA national roll-out of PE from 2007 to 2009. Her experience and expertise providing consultation on the utilization of Prolonged Exposure (PE) psychotherapy in multiple prior clinical trials with patients at elevated acute risk for suicide, along with her experience at VA, uniquely meets the skills necessary for these services in accordance with the research study s approved protocol.

Elizabeth Hembree Consulting, LLC, is the only known vendor that can provide the specialized research consultation services required. Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contract Opportunities. The applicable NAICS code is 541715 with a 1,000 employees size standard. The PSC is AN11. The authority for this action is FAR 6.302-1 Only One Responsible Source and no other supplies or services will satisfy agency requirements.

This is a notice of intent and is not a request for competitive quotes. However, any responsible source who can provide an equivalent service with the features described above, may submit a capability statement to the contracting office no later than Thursday, June 27, 2024, 1:00 PM, EDT. Interest/capability statements which specifically detail how your service meets the requirement may be sent to Shannon Hukriede at shannon.hukriede@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
