Intent to Sole Source with Meso Scale Discovery, under Meso Meso Scale Diagnostics, LLC., for V-PLEX Plus Neuroinflammation Panel kits

This is a Special Notice/Pre-Solicitation Notice for the notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs, Corporal Michael J. Crescenz Veterans Affairs Medical Center, Philadelphia intends to negotiate on a sole source basis, with Meso Scale Diagnostics, LLC., for the purchase of the V-PLEX Plus Neuroinflammation Panel kits.

The kits are needed to perform blood biomarker analysis on archived blood samples from the jointed Long-term Impact of Military-Relevant Brian Injury Consortium (LIMBIC) study.

This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement and who is the Original Equipment Manufacturer (OEM), authorized dealer, authorized distributor or authorized reseller of all the items listed above, may submit a capability statement to the contracting office no later than Monday, July 17th,2024, 12:00 PM, EST, with the descriptions in detail how the vendor can meet or exceed the Veterans Affairs requirements.
