Intent to Sole Source: Metris B.V, for services on LABORAS (Laboratory Animal Behavior Observation Registration and Analysis System)

Pre-Solicitation Notice for the notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs, Philadelphia Veterans Affairs Medical Center (PVAMC), intends to negotiate a sole source contract for a one (1) year base to include two (2) option years with Metris, B.V. to maintain on an operational existing system, the LABORAS (Laboratory Animal Behavior Observation Registration and Analysis System).

LABORAS is an efficient, validated and non-invasive technology that utilizes force measurement and pattern recognition techniques to analyze laboratory rodent behavior. The existing system at the PVAMC requires proper maintenance procedures to ensure optimal performance, operational life cycle, and avoid long interruptions to ongoing VA-funded studies. Metris B.V. is the only vendor that can provide support, maintenance, on-site repairs and full support on an existing LABORAS for research services.

Since the intent is to procure this on a sole source basis, no solicitation will be posted for this requirement. The applicable NAICS code is 811210 with a $34MIL size standard. The PSC is AB21. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements.
