Advanced Platform Technology Center Research Education Program - Notice of Intent to Sole Source

Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for one (1) year with Case Western Reserve University (CWRU), 10900 Euclid Ave, Cleveland, OH 44106 to engage students/engineers to enhance and showcase its research projects for the Louis Stokes Cleveland Department of Veterans Affairs Medical Center (LSCDVAMC).

As part of this collaboration, The VA research department will be engaging students/engineers to learn and work on active research projects. This is a collaborative research internship for students/engineers, which includes a Summer Internship program, a Co-Op program, and other opportunities to work in the research center investigator Labs with the affiliated practice group Case Western Reserve University (CWRU). This study involves CWRU uniquely qualified personnel who work closely with the LSCDVAMC.

CWRU is a key partner in research projects, which is critical for this program. Due to the affiliate relationship with LSCDVAMC as well as their specialized expertise in this area, CWRU is the only vendor that can provide the quality, along with the resources required for this critical internship program. Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The applicable NAICS code is 611310 with a $34.5 MIL size standard. The PSC is AN11.

The authority for this action is FAR 6.302.5, Authorized or Required by Statute and no other supplies or services will satisfy agency requirements. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
