The requirement will be sole sourced to Enviros, LLC, 220 Ramsey Street, Hastings, MN 55033. This is a follow-on Blanket Purchase Agreement for Robley Rex VA Medical Center of the VISN 9 VISN wide Retro-Commissioning project iPerformance Asset Performance Management Tool.

By federal law, each federal facility is required to have energy audits and retro-commissioning projects every four years to ensure that proper operation and maintenance is being performed on all HVAC and utility systems to ensure energy efficiency and operational availability.

The primary purpose of this agreement is to renew licensing on iPerformance Asset Performance Management Tool, a highly specialized management tool that is proprietary software by Enviros LLC. Enviros, LLC is the sole owner and provider of iPerformance Software, a proprietary, internally developed Asset Performance Management Tool. This requirement cannot be met on the open market due to its proprietary nature. Enviros, LLC has been found to be a responsible SDVOSB via VetCert and Fed Data Check.

Contractor has quoted the VA with a reasonable price, found acceptable to the requesting service. This procurement is being conducted under the authority cited at FAR 6.320-1 Only one responsible source and no other supplies or services will satisfy agency requirements.

Under FAR 6.320-1(b)(1)(ii) This authority shall be used When there is a reasonable basis to conclude that the agency s minimum needs can only be satisfied by unique supplies or services available from only one source or only one supplier with unique capabilities. The NAICS code is 561210 Facilities Support Services with a size standard of $47.0 Million Dollars for this procurement. This notice of intent is not a request for competitive quotes.

However, interested parties may identify their interest and capability to respond to the requirement and submit capabilities statement with quotations no later than 11:00AM CST, September 10, 2024, to:

Rebecca.espinoza@va.gov. Responses received will be evaluated; however, any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.

The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s.)
