FY26: Total Parental Nutrition (TPN) for Pharmacy

DESCRIPTION The Department of Veterans Affairs, VA Caribbean Healthcare System, Network Contracting Office 8 intends to negotiate a contract restricting competition under the authority of FAR Part 12 Deviation Guidance and FAR Overhaul 12.102(a). The associated NAICS code for this procurement is 325412 (Pharmaceutical Preparation Manufacturing), with a size standard of 1300 employees and Product Service Code (PSC) 325412 (Pharmaceutical Preparation Manufacturing).

The identified vendor is Baxter Healthcare Corporation, which is the Original Equipment Manufacturer (OEM). The procurement is to provide an intravenous feeding method indicated for those patients who require complete bowel rest or fail to obtain nourishment from dysfunctional gastrointestinal tract.

The full daily caloric requirement can be met with parenteral delivery of macronutrients (carbohydrates, amino acids, and fats), as well as the replacement of micronutrients (electrolytes, minerals, vitamins, and other additives), tailored to the individual patient. This is a specialized delivery requirement where the IV fluids must be kept cool and delivered within a short timeframe; improper management could cause harm to patients. This notice of intent is not a request for competitive proposals.
