The Department of Veterans Affairs, VISN 08, CW Bill Young VA Medical Center (BYVAMC) located at 10000 Bay Pines Blvd, Bay Pines, FL 33744 intends to solicit a request for quotation (RFQ) from contractors for Contracted Emergency residential Services (CERS) with a focus on Low Demand Safe Haven Services (LDSH). The services shall be in support of eligible beneficiaries of the BYVAMC under Indefinite Delivery, Indefinite Quantity (IDIQ), contract type.
The authority for this procurement is Title 38 USC 8153, Health Care Resources (HCR) sharing Authority, and Federal Acquisition Regulation (FAR) Overhaul Part 12, Acquisition of Commercial Products and Commercial Services. The VA anticipates issuing an Unrestricted solicitation for this requirement on or about February 27, 2026. Interested contractors will be responsible for downloading copies of the solicitation, attachments, and any subsequent amendments from this website. No hard copies will be made available.
Period of Performance: The anticipated period of performance for this contract will be from 05-01-2026 through 04-30-2027 for the base period. The solicitation will provide instructions to contractors about the responses to the RFQ submission process. In accordance with FAR Overhaul 52.204-7, System for Award Management, prospective contractors must be registered in System for Award Management (SAM) under the applicable North American Industry Classification system (NAICS) Code.
Contractors may obtain SAM information at https://sam.gov. Registration in SAM is free, and potential Offerors are encouraged to visit the SAM website as no contract can be awarded to any Offeror not registered in SAM.gov. The NAICS Code for this procurement is 624221 (Temporary Shelters) with a Small Business Size Standard of $34 million. The classification code is G004 (Social Rehabilitation). The solicitation will be issued as unrestricted.
