INTRODUCTION The Miami Veterans Affairs Healthcare System (MVAHCS) located at 1201 North West 16th St., Miami, FL 33125 requires the expansion of the existing Utility Building (Building 44) and its Graphics Control to correct several Heating Ventilation and Air Conditioning (HVAC) deficiencies as per the Facility Condition Report. The Boiler Plant does not meet the standards and requires N+1 redundancy utilizing a minimum of three (3) boilers.
The existing Boiler Plant does not have adequate clearances around and above the boilers for proper maintenance and operation. PROJECT DESCRIPTION The contractor shall provide all tools, equipment, materials, labor, supervision, and management to complete the construction of a new two (2) story addition utility building between the existing utility building 44 and the loading dock of the main hospital. No crawl space will be required for this building. Each story shall be approximately 5,000 square feet in area.
Construction practices shall comply with all VA solicitation drawings and specifications, VA regulations, procedures, and conditions for work at the medical center, and any applicable codes as per requirements of all governing agencies. Work includes, but is not limited to, demolition, site preparation, civil, structural, architectural, mechanical, plumbing, electrical, fire suppression, and fire alarm. The new building shall be fully integrated with existing MVAHCS services, site improvements, and utilities.
The contractor shall in accordance with the 100% Design, Narrative, and Specifications, prepare the site for building operations, including demolition and removal of existing structures, furnish labor, and materials, and complete all tasks as per this SOW. ADMINISTRATIVE The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR part 15 and will be evaluated in accordance with the procedures listed in the solicitation.
This procurement will be set aside based on an order of priority as established in 38 U.S.C. 8127. The solicitation will be advertised as a tiered set-aside evaluation with the following tiers: (1) SDVOSB concerns, (2) VOSB concerns, (3) small business concerns with HUBZone small business concerns and 8(a) participants having priority; and (4) large business concerns. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million.
The solicitation will be issued in early October 2024. The period of performance is approximately 730 calendar days from the issuance of the notice to proceed. In accordance with VAAR 836.204, the magnitude of construction is between $20,000,000 and $50,000,000. This notice is not a request for competitive offers.
