Please review the responses below:
1. Will the VA clarify if a counterweight system can be used in lieu of a through mounted system? A counterweight system would eliminate the need for additional work in the areas below the SOW(welding/abatement/etc.)
RFI Answer: This counterweight system will not satisfy the requirement as the through mounted system and the VA will not accept the counterweight system.
2. Will a horizontal lifeline system be required in addition to a guard rail were indicated in the SOW? The horizontal lifeline system is designed separately from the swing stage tie backs. The last rounds of RFIs requested that we install (3) separate systems; a horizontal lifeline, swing stage tie backs and railings. There appears to be some redundancies and overlaps in this request.
RFI Answer: There is no horizontal lifeline system needed. The guard rails are for fall protection. There is no need to have another system performing this requirement. Adding FAR 52.232-18 “Availability Of Funds”. (Apr 1984) Clause to the RFP. Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made.
No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. (End of clause)
