This is a Sources Sought Notice only. This notice is for market research purposes to identify small businesses capable of performing/providing a requirement. This is not a solicitation. This notice does not obligate the Government to award a contract. A solicitation will not receive a response. The Government will not pay nor reimburse any costs of preparing this response.
The notice is to gain knowledge of potential qualified businesses and their Small Business Administration (SBA) size classification in relation to North American Industry Classification System (NAICS) 532283, Home Health Equipment Rental with an associated size standard of $41.0 million dollars.
The Department of Veterans Affairs (VA), Veteran Integrated Service Network (VISN) 8 South Contracting Team is seeking interested sources for Home Oxygen Services for VA Beneficiaries throughout the Miami VA Healthcare System (MVAHS) Catchment areas of Broward, Dade, and Monroe Counties. The contractor awarded this program requirement will service that entire multi-area and its home oxygen patients. The contract period will be a base of twelve months and four twelve month options.
Contractor shall provide delivery, setup, installation, and management of Home Oxygen services to any Patients that are treated at the Miami VA Medical Center and all Community Based Outpatient Centers (CBOC s) supported therein (Clinic of Jurisdiction/Primary Service Area COJ/PSA), regardless of their physical location. The listing of these counties does not exclude other counties. This includes Patients who reside near bordering states catchment areas but prefer to be seen in Miami VAMC.
Portable cylinders, regulators, regulator keys and 02 carriers shall be delivered to the Miami VAMC within one (1) business day of request to accommodate Home Oxygen beneficiaries who are visiting the VA or being discharged and require a tank of oxygen to go home. The Contractor shall visit patients residences for regularly scheduled maintenance visits in performance of this contract by appointment only.
The Contractor shall be responsible for scheduling the appointments to the patient s home 24-48 hours prior to the appointment. On each scheduled set-up/delivery the Contractor shall reassess the need to instruct the patient on the use and care of the equipment and supplies as necessary.
The Contractor shall perform and document a home safety assessment that will include assessing for fall risk, evidence of smoking around oxygen equipment, working smoke detectors, posted No Smoking signs in addition to all other JC requirements for home safety assessments. Contractor shall re-instruct patient, family or caregivers as necessary without formal order from the VA. Please provide all of the following:
1) A capability statement expressing interest in this requirement, describing your company and its capability to complete this work. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. The capability statement must directly address home oxygen delivery and service to multiple thousands of home oxygen patients over a multi-state area with the bulk of the catchment area resided in the state of Florida.
2) A statement or list of your firms current or past technical experience similar to or the same as the summary scope of work for this requirement. Include a brief description of the scope and schedule for each similar requirement.
3) A statement or list of your firms current or past performance similar to or the same as the summary scope of work. Include a point-of-contact name, phone number and email address.
4) A statement of your firm s business size and type (HUBZone, Service Disabled Veteran Owned Small Business, 8(a), Woman-Owned, Small Business, etc) utilizing the NAICS code and size standard noted above. Submit this information to Contracting Officer, Jessica Kiser, via email to jessica.kiser@va.gov. Your response to this notice must be received in writing on or before 12:00 P.M. (Eastern Time Zone) on Tuesday, August 6, 2024.
