Energy Management System Maintenance

Network Contracting Office 8 (NCO 8) intends to modify a sole source award to JOHNSON CONTROLS INC under the authority of FAR 13.106-1(b)(1) Soliciting from a Single Source, as no other supplies or services will satisfy the Agency’s requirement. A copy of the approved Justification and Approval is attached to this notice. The proposed modification is to provide scheduled maintenance, repairs, and software updates for the Energy Management System Maintenance.

Services will include recommended preventative maintenance, all labor, travel, expenses, and all parts for an unlimited number of on-demand service visits and telephone support calls around the clock. They are the only authorized dealer that can perform service and maintenance on the trailer. Without a service agreement, they can only provide remote support. Any use of unauthorized service from third parties can void all equipment warranties.

The NAICS code is 561210. This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action. This Justification and Approval Notice is not a request for competitive quotes and no solicitation will be issued. However, interested sources may submit a capability statement to respond to this requirement. The Government will consider responses received by 12:00pm EST on 07/01/2025.

Responses will only be accepted via email to william.penhallegon@va.gov using the following title in the email’s subject line: 36C24823P2264 Energy Management System Maintenance. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. This will be the only notice of the Government's intent to solicit and award to one source to satisfy this requirement.
