This Amendment is to answer the following questions: Section 1.b) under Selection Criteria appears to have a design/construction focus versus master planning. In item 1.b)v. Fire Protection is called out specifically. Will the team need to include a licensed Fire Protection Engineer? A fire protection engineer is not required for this project.

This project will not undergo any sort of fire protection review. Section 3.b) under Selection Criteria, which addresses the Professional Qualifications of the team members, appears to omit critical specialties for master planning (eg -  Health Care Planner, Clinical Planner, MEP, Cost Estimator, Code/Regulatory Specialist, and perhaps others). As written, the list includes those more appropriate for a design effort. In general, can you please clarify/confirm the required professional qualifications?

Specifically, is a Physical Security Subject Matter Expert required for this master planning effort? A physical site security specialist will be needed for this project. Security is one of the VA's priorities. If there are any needed changes for our station's site security, we would like to be made aware of them. In general, we expect to see a diverse set of professional qualifications for this project.

As always, cost estimators, MEP engineers, project managers, quality control/regulatory specialists, etc. are needed for this project. A healthcare planner or someone with relevant planning experience is also required. I left it open ended in the solicitation to give firms the flexibility on titles. More points will be awarded to teams with diverse and well-rounded professional experiences.Â
