NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office (NCO) 7 intends to award a contract in accordance with Federal Acquisition Regulations (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. NCO 7 intends to negotiate and award to RAYMOND POND SDVOSB JV, LLC a sole/single source, firm-fixed price contract for construction period services (CPS).
This will be for project No. 679-19-103, Correct Critical Infrastructure Bldg. 4, located at the Tuscaloosa, AL VAMC, 3701 Loop Rd, Tuscaloosa, AL 35404. The design contract is 100% complete and funding has expired. However, CPS services are needed as construction continues. The requirement is to provide engineering services for post award activities associated with the construction contract awarded for the subject design project.
The intent is to retain the A-E designer of record (DOR) for the duration of the project s construction contract. The construction period of performance is currently scheduled for completion no later than 3/14/2025.
Required services include, but are not limited to construction submittal reviews, responses to contractor Requests for Information (RFI s), potential design changes, and attendance at necessary site visits and construction related meetings in order to ensure the DOR s design is properly executed, adjusted, and interpreted in order to deliver a complete and useable facility consistent with original design intent.
The remaining estimated cost of the Construction Phase Services is under the Simplified Acquisition Threshold. The anticipated effective date for the contract is 12/9/2024.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and no solicitation will be issued; however, any System for Award Management (SAM) registered firm that can meet the requirement may give a written notification to the Contracting Officer in the form of a capability statement, including an explanation for how the contractor would be able to operate in the same footprint effectively and efficiently as the AE contractor.
Any prospective design firm will need to possess working knowledge of all issues that may arise and will assume the liabilities associated with all aspects of the design. Responses must be provided by 12/7/2024 at 1630 ET. A determination by the Government not to compete this procurement will be based on market research, including responses to this notice.
It is within the Government's sole discretion to decide whether the information received in response to this notice warrants development of an alternative approach or not. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. There will not be reimbursement to any firm for developing a response to this notice. The PSC is C1DA, the NAICS code is 541330, and the size standard is $25.5M. No responses to this notice are requested. No solicitation package will be issued. This notice of intent is not a request for competitive proposals.
