NOTICE OF INTENT TO SOLE SOURCE: This notice is being issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.1, Dissemination of Information. This is a notice of intent to award a sole source contract. This is not a request for competitive quotes, proposals, or bids.
The Department of Veterans Affairs, Network Contracting Office (NCO) 07, hereby provides notice of its intent to award a sole source, firm fixed price contract to Atlantic First Industries Corporation, 1129 Northern Blvd Suite 404-08, Manhasset, New York 11030. The sole source award will be awarded in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(2), Soliciting from a single source, in conjunction with FAR Part 12, Acquisition of Commercial Products and Commercial Services.
A Justification for Single Source Awards has been prepared and is attached to this notice. The anticipated award date is July 14, 2025. REQUIREMENT DESCRIPTION: The Contractor shall provide all labor, supervision, tools, and material required to remove and dispose of the existing system and install a new contractor provided medical compressed air system. All manufacturer s specifications must be met AND documented for work completed. The work shall include:
1. Turnkey installation of medical compressed air system that meets current system specifications.
a. Equipment is to include at a minimum: Quadraplex Medical Air System, Modular skid mounted scroll compressors with Duplex desiccant dryers (twin dryers, pre-filters, post-filters, pressure regulators, dew point sensors, etc.), control panel (horsepower and capacity), and alarm system.
b. The new system must fit on the existing concrete pad and provide a minimum of 4 ft of clearance on each side. The room is approximately 15ft by 22 ft. The height of the system must not exceed 7ft.
2. Labor, materials, and equipment to remove old system and install the new system 3. Labor, materials, and equipment needed to verify, repair, and connect electrical system. 4. Commissioning of newly installed system 5. Must include a two-year parts warranty and a one-year labor warranty. 6. Any incidental costs (shipping, storage, etc.) are the responsibility of the contractor.
Delivery and Place of Performance is the Carl Vinson VA Medical Center at 1826 Veterans Blvd., Dublin GA 31021. Delivery and installation of the required system is required within 60 days of contract award. The applicable North American Industrial Classification System (NAICS) Code assigned to this requirement is 333912 with a size standard of 1,000 employees. The Product Service Code (PSC) is J041.
RESPONDING TO NOTICE: Interested parties are encouraged to respond to this notice by submitting clear and convincing documentation that demonstrates their capability to provide the requested products and services, and that competition would be advantageous to the Government. Responses must include the business name and Unique Entity Identification (UEI) number, and point of contact s name, e-mail address, and phone number.
Responses received from responsible sources by the deadline, will be considered for determining whether to conduct a competitive procurement. A determination by the Government not to compete based on responses to this notice, is solely within the Government s discretion. The Department of Veterans Affairs will not be responsible for any costs incurred by interested parties in responding to this notice of intent. Documents received in response to this notice will not be returned.
