This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation number for this requirement is 36C24725Q0267 and is hereby issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-02 and VAAR Update 2008-37. The North American Industry Classification System Code (NAICS) is 562211, Hazardous Waste Treatment and Disposal with a Small Business Size Standard of $47M. The award will be firm fixed price.

The basis of award shall be made utilizing “Best Value”- The offer deemed more advantageous to the Government. Non-price factors are all evaluated on an acceptable/unacceptable basis. To be considered technically acceptable all offerors must receive a satisfactory rating for all factors. Offers not deemed technically acceptable will be removed from further consideration of the contract award. This action is being executed as a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concern.

Per VAAR clause VAAR 852.219-11(b)(1) VA Notice of Total Veteran-Owned Small Business Set-Aside, and in accordance with 38 USC 8127(d) Veterans First Contracting Program and VAAR 852.215-70 Service-Disabled Veteran-Owned and Veteran-Owned Small Business Evaluation Factors.
