Description

As published on SAM.gov.

As per the solicitation page 5 of 75 it states: Contractor shall field verify all 15 steam safety valves to be replaced and ensure proper sizing, materials, specifications and submit to VA Engineering for review and approval prior to purchasing Answer: Correct. Is there a list of the 15 safety valves that need to be field verified?

Answer: Partial list provided by Facility Managers/Remaining will need to be Field verified. Will there be a site visit scheduled to facilitate verifying & sizing of the new valves?

Answer: Site visit scheduled for Aug 14, 2024 from 10:00am to 11:00 am at RFJVA) The solicitation obviously addresses the requirements of VA Directive 151 (replacement of cast iron fittings), can you confirm that the intention of this solicitation is to also meet with the new requirement in the VHA Boiler Plant Safety Device Testing Manual - Checklist for Steam Safety Valves on Boiler (SVB) (For High Pressure Steam Boiler System) which now requires the following:

Answer: Follow what is stated in the Statement of Work. The safety relief valve with the lowest setpoint must have a relief capacity of approximately 80% of boiler steam capacity. The safety valve with the higher set pressure must have a relief capacity of at least 100% of boiler steam generating capacity. Changing the boiler safety valves to 80% and 100% of the boiler capacity usually requires changing the vents through the roof on at least one of the valves. Is the plant aware of this and prepared for extended shutdowns to facilitate running new vents (if sizing requires)?

Answer: Vent pipes were replaced in a previous contract. No issue) What steam pressure are each of the existing valves?

Answer: Field verify What size connection are each of the existing valves?

Answer: Field verify What class of flange for each of the existing valves?

Answer: Field verify Are any of the (15) shutoff valves in a confined space location?

Answer: Field verify If confined space is necessary, will the permit require a retrieval team?

Answer: Field verify, a determination will be made depending on space. Is it expected that we would encounter any asbestos during the installation of this project?

Answer: Field verify In lieu of the Microsoft Project schedule, will a Primavera schedule be accepted?

Answer: Not familiar with Primavera. Will determine. Will a tax-exempt certificate be issued to the awarded contractor?

Answer: Yes Does the 45-day period of performance include lead time on the valves?

Answer: Yes
