AYA Dart

The proposed sole source procurement will be made by open market pricing agreement with AYA Dart, LLC, 5930 Cornerstone Ct STE 300, San Diego, CA 92121. Ralph H. Johnson VAMC Personnel Service requests a contract with AYA Dart for 12-month subscription to doccafe.com platform, which provides client access to a job board for posting client’s open positions and allows client access to a candidate database for potential candidate database for potential candidates to fill the open positions.

The North American Industry Classification System (NAICS) for this requirement is, 541870. The Federal Supply Class (FSC) or Product Service Code (PSC) is R701. The Small Business Administration (SBA) size standard for this sector is $28.5 million. This notice is not to be considered a request for quotations or proposals.

A contract will not be awarded based on an offer received in response to this notice; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government.

If no affirmative written response is received within 2 days from the publication of this notice, a contract will be issued to AYA Dart, LLC. All interested parties who are responsible, certified, and capable may identify their interest and may submit a capabilities statement no later than 10:00 AM Eastern Standard Time (EST) on 18 March 2024 to Cedric Belmont, cedric.belmont@va.gov. The interested parties bear full responsibility to ensure complete transmission and timely receipt. The anticipated statutory authority permitting other than full and open competition for the requirement is 41 U.S.C.

3304(a)(1), as implemented by FAR 8.405-6 – Only one source can provide the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
