Special Notice Special Notice Page 3 of 3 Special Notice *= Required Field Special Notice Page 1 of 3 INTENT TO SOLE SOURCE The Department of Veterans Affairs Network Contracting Office (NCO) 6, Central Virginia VA Health Care System intends to enter into a sole source procurement with Phillips North America LLC 22100 Bothel Everett HWY, Bothel, Washington 9802-843. NAICS 811820 Electronic and Precision Equipment Repair and Maintenance will be used.

The proposed contract action is for annual maintenance needed for the existing Phillips CVX-300 Excimer Laser System in place at the facility. To support the purchase of the Central Virginia VA Health Care System Philips CVX-300 Excimer Laser System. The Government intends to solicit to only one source under the authority of IAW Revolutionary FAR Overhaul (RFO) Part 12. The contract is anticipated to be a 5 year annual maintenance. This notice of intent is NOT a request for quotation.

Interested parties may identify their interest in the requirement and capabilities no later than 12:00PM EST, 1 April 2026. Telephone inquiries will not be accepted. All information shall be furnished at no cost or obligation to the government. Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM items only.

No remanufacture or gray market items will be acceptable as replacement parts. Vendors claiming to provide the above services shall be an OEM authorized dealer or authorized distributors of services for this procurement. This shall be verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM.

All software licensing, warranty and service associated with the service contracts for maintenance of equipment shall be in accordance with the OEM terms and conditions. No solicitation will be made available. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to complete this proposed contract based upon responses to the notice is solely within the discretion of the Government.
